Course Overview
The ACT 1AC Security Officer and Crowd Controller course provides the training required to apply for an ACT Class 1AC security licence through Access Canberra (under the Security Industry Act 2003).
This course delivers the Certificate II in Security Operations (CPP20218) — the nationally recognised qualification that underpins security licensing across Australia.

Course Outcomes

Entry Requirements
Age: Minimum 18 years old (you may enrol at 17 years 9 months).
Criminal History: No disqualifying convictions in the past 10 years. A criminal record may affect your eligibility for an ACT security licence — contact Access Canberra for clarification before enrolling if you have any concerns.
Citizenship/Visa: Must be an Australian citizen, permanent resident, or hold a valid work visa.
Technology: Computer with internet access required for any online pre-study components.
English: High English language and literacy proficiency required.
Digital Literacy: Basic digital skills for report-writing, email, and online rostering.
Physical Capability: Must be capable of performing first aid CPR scenarios on the floor.
ACT-Specific Requirement: ACT students must complete workplace rights and responsibilities training via the United Workers Union before obtaining their licence.

14 core units:
1. CPPSEC2101 — Apply effective communication skills to maintain security
2. CPPSEC2102 — Apply legal and procedural requirements to work effectively within a security team
3. CPPSEC2103 — Apply WHS, emergency response and evacuation procedures to maintain security
4. CPPSEC2104 — Apply risk assessment to select and carry out response to security risk situations
5. CPPSEC2105 — Provide quality services to a range of security clients
6. CPPSEC2106 — Protect self and others using basic defensive techniques
7. CPPSEC2107 — Patrol premises to monitor property and maintain security
8. CPPSEC2108 — Screen people, personal effects and items to maintain security
9. CPPSEC2109 — Monitor and control access and exit of persons and vehicles from premises
10. CPPSEC2110 — Monitor and control individual and crowd behaviour to maintain security
11. CPPSEC2111 — Apply security procedures to manage intoxicated persons
12. CPPSEC2112 — Apply security procedures to remove persons from premises
13. CPPSEC2113 — Escort and protect persons and valuables
14. HLTAID011 — Provide first aid
Licensing Requirements
Security licensing in the ACT is administered by Access Canberra under the Security Industry Act 2003.
To obtain an ACT Class 1AC licence you must:
1. Successfully complete this approved training (CPP20218)
2. Complete workplace rights and responsibilities training via the United Workers Union (ACT-specific)
3. Submit a licence application to Access Canberra
4. Provide identification and pass probity checks
5. Pay applicable licence fees
Note: Assessment resubmission fee of $50 per assessment after the initial two attempts. Rebooking fee of $50 if you do not attend a scheduled session.
Completing the course satisfies the training requirement but does not guarantee a licence.
