Course Overview
The VIC Unarmed Guard and Crowd Controller course is the required qualification to apply for a Security Industry Licence in Victoria. It provides the foundation skills needed to work across the diverse Victorian security sector — from static guarding and mobile patrols to retail loss prevention, event security, access control, and crowd management.

Upon successful completion, you will be awarded the Certificate II in Security Operations (CPP20218) — the nationally recognised qualification required to apply for a Victorian Security Industry Licence through the Licensing and Regulation Division of Victoria Police.

Entry Requirements
Age: Must be 18 years or older to apply for the licence (you may be able to enrol and train while 17 years and 9 months old).
Citizenship/Residency: Must be an Australian citizen, permanent resident, or hold a valid visa with working rights in Australia.
Probity: Fingerprints will be taken for licence applicants. International police checks may be required. Applicants must not be a prohibited person and must satisfy the 'fit and proper person' requirements.
References: Two written character references are required for the licence application (not required for course enrolment).
Identification: 100 points of certified identification required.
English Language/Literacy: High level of English language and literacy proficiency is required for course completion and to work effectively as a security officer.
Digital Literacy: Basic computer skills including using online platforms, writing reports, responding to emails, and using rostering apps.
Physical Capability: Must be physically capable of performing first aid scenarios, including providing CPR on the floor.
Technology: Access to a computer with an internet connection for the online component of training.

1. CPPSEC2101 — Apply effective communication skills to maintain security
2. CPPSEC2102 — Apply legal and procedural requirements to work effectively within a security team
3. CPPSEC2103 — Apply WHS, emergency response and evacuation procedures to maintain security
4. CPPSEC2104 — Apply risk assessment to select and carry out response to security risk situations
5. CPPSEC2105 — Provide quality services to a range of security clients
6. CPPSEC2106 — Protect self and others using basic defensive techniques
7. CPPSEC2107 — Patrol premises to monitor property and maintain security
8. CPPSEC2108 — Screen people, personal effects and items to maintain security
9. CPPSEC2109 — Monitor and control access and exit of persons and vehicles from premises
10. CPPSEC2110 — Monitor and control individual and crowd behaviour to maintain security
11. CPPSEC2111 — Apply security procedures to manage intoxicated persons
12. CPPSEC2112 — Apply security procedures to remove persons from premises
13. CPPSEC2113 — Escort and protect persons and valuables
14. HLTAID011 — Provide first aid
Licensing Requirements
Security licensing in Victoria is administered by the Licensing and Regulation Division of Victoria Police.
To obtain a Victorian Security Industry Licence you must:
1. Successfully complete this approved training program (CPP20218)
2. Submit a licence application to Victoria Police
3. Provide fingerprints for a criminal history check
4. Provide international police clearance certificates if applicable
5. Satisfy the 'fit and proper person' requirements
6. Provide two written character references
7. Provide 100 points of certified identification
8. Pay applicable licence fees
Completing the course satisfies the training requirement but does not guarantee a licence. Victoria Police assesses all applications individually.
RPL: If you have relevant prior experience, Recognition of Prior Learning (RPL) is available for $900.

Delivery: Blended learning — self-paced online pre-study followed by 10 days of face-to-face workshops (typically 8am–5pm daily). Completing the online component before attending the workshops is essential.
Training Locations: Melbourne Metro (multiple venues) plus regional VIC including Bendigo, Dandenong, Bairnsdale, Deer Park, Geelong, Shepparton, and Warrnambool.
