Course Overview
The WA Batons, Handcuffs and Spray course provides the training required to carry and use expandable batons, handcuffs, and OC (capsicum) spray in a security context in Western Australia, as required by the Licensing Enforcement Division of the Western Australia Police.
This 1-day face-to-face course covers the legal requirements, proper use, and situational decision-making for these items — ensuring licensed security officers can deploy use-of-force equipment safely, lawfully, and proportionally.
To carry batons, handcuffs, or OC spray in WA, security officers must hold the relevant training certificate AND have authority from their employer AND have a genuine reason related to their duties (e.g. working alone, night patrols, high-risk sites).

Course Outcomes
Upon successful completion, you will receive a Statement of Attainment for CPPSEC3110 — Control persons using baton.
This training supports your application to carry batons, handcuffs, and OC spray as a licensed security officer in WA.
These units may also provide credit towards:
- CPP31318 Certificate III in Security Operations
- CPP31418 Certificate III in Close Protection Operations
Note: Completing training alone does not automatically authorise carriage — you must also have employer consent and a genuine operational reason.
Entry Requirements
Prerequisites:
- Must hold an existing WA Security Officer Licence, OR be applying for one simultaneously
International Students: Not open to international students (student visa 500).
RPL: Not available for this course — all students must complete the full face-to-face training and assessment.
For OC spray specifically, WA Police may have additional requirements. Contact the WA Police Licensing Enforcement Division for current requirements for spray endorsements.
Units of Competency
This course delivers:
- CPPSEC3110 — Control persons using baton
A Statement of Attainment is issued on successful completion.
Crediting towards:
- CPP31318 Certificate III in Security Operations
- CPP31418 Certificate III in Close Protection Operations
Licensing & Legal Requirements
WA use-of-force equipment (batons, handcuffs, OC spray) is regulated by the Licensing Enforcement Division of WA Police.
To legally carry and use these items as a security officer in WA you must:
1. Hold a current WA Security Officer Licence
2. Complete this approved training program
3. Have written employer authorisation to carry the item(s)
4. Have a genuine operational reason (e.g. working alone, night patrols, high-risk site)
Batons, handcuffs and OC spray must NOT be carried:
- For crowd control purposes
- When off duty
- Without employer consent
- Without a genuine operational reason
