Course Overview
The TAS Batons and Handcuffs course provides the training required for licensed Tasmanian security officers seeking to carry and use batons and handcuffs in the course of their duties.
This 1-day face-to-face course covers the legal requirements, proper technique, and situational decision-making needed to safely and lawfully deploy these items — with a focus on scenario-based learning and realistic workplace situations.
Completing this training supports the relevant endorsements from Consumer, Building and Occupational Services (CBOS) / Tasmania Police Firearms Services.
Note: This training satisfies the training requirement — additional CBOS and/or Tasmania Police approvals are required before you can lawfully carry these items.
Course Outcomes
Upon successful completion, you will receive a Statement of Attainment for:
- CPPSEC3110 — Control persons using baton
- CPPSEC3111 — Restrain persons using handcuffs
Endorsements supported:
- Permitted to carry baton
- Permitted to carry handcuffs
These units may also provide credit towards:
- CPP31318 Certificate III in Security Operations
- CPP31418 Certificate III in Close Protection Operations
Entry Requirements
Prerequisites:
- Must hold an existing TAS Security Employee or Agent Individual licence with Security General Guarding activity endorsed
RPL: Not available for this course — all students must complete the full face-to-face training.
International Students: Not open to international students (student visa 500).
Units of Competency
This course delivers 2 nationally recognised units:
- CPPSEC3110 — Control persons using baton
- CPPSEC3111 — Restrain persons using handcuffs
A Statement of Attainment is issued on successful completion.

Licensing & Legal Requirements
Batons and handcuffs in Tasmania are regulated by Consumer, Building and Occupational Services (CBOS) and Tasmania Police Firearms Services.
To legally carry batons and handcuffs as a security officer in TAS you must:
1. Hold a TAS security licence with the relevant General Guarding endorsement
2. Complete this approved training program
3. Obtain the relevant CBOS endorsements ('Permitted to carry baton' and/or 'Permitted to carry handcuffs')
4. Have employer authorisation to carry these items
Contact CBOS or Tasmania Police Firearms Services for current requirements and endorsement processes.
Completing the training is the first step — endorsements are administered separately by CBOS and/or Tasmania Police.
