Batons and Handcuffs Skill Set
This skill set describes the skills and knowledge required to safely and effectively carry and use batons and handcuffs in a security context. Batons and handcuffs may be carried when trained, when authority is given by an employer, and when there is a genuine reason such as patrols, working alone, or night shifts.
Course Overview
It is a very commonly asked question — when can a security officer carry and use batons and handcuffs? The answer: when they have been trained, have authority from their employer, and when they have a genuine reason (e.g. patrols, working alone, night shifts).
Batons and handcuffs are NOT to be carried for crowd control, private investigations, debt collections, or when off duty.
This skill set describes the skills and knowledge required to safely and effectively carry and use batons and handcuffs. Completion may provide credit towards CPP31318 Certificate III in Security Operations and CPP31418 Certificate III in Close Protection Operations.
Our instructors are industry professionals with extensive experience in the use of defensive weapons.
Course Outcomes
A Statement of Attainment will be awarded upon successful completion of this course for:
- CPPSEC3110 — Control persons using baton
- CPPSEC3111 — Restrain persons using handcuffs
This is advantageous for job roles which require the carry and use of batons and handcuffs, and may provide credit towards:
- CPP31318 Certificate III in Security Operations
- CPP31418 Certificate III in Close Protection Operations
Note: NSW Police administer prohibited weapon permits for batons and handcuffs. Completing this course is the training requirement — permits are administered separately through NSW Police.
Entry Requirements
Prerequisites:
- Must have completed the SLED-approved NSW Class 1A Security Officer and Crowd Controller course and/or hold an existing Class 1A licence
- Must be 18 years of age or older
- Must be an Australian citizen, permanent resident, or hold an appropriate visa to work in the security industry
- Must have no disqualifying criminal convictions (note: minor traffic offences such as speeding are not normally disqualifying)
LLND: Participants may choose to undertake an LLN assessment with one of our qualified assessors prior to committing to enrolment.
International Students: This course is not open to international students (student visa 500).
RPL: RPL is not available for this course. All students must complete the full face-to-face training and assessment.
Units of Competency
This course delivers 2 nationally recognised units:
- CPPSEC3110 — Control persons using baton
- CPPSEC3111 — Restrain persons using handcuffs
A Statement of Attainment is issued upon successful completion.
These units may provide credit towards:
- CPP31318 Certificate III in Security Operations
- CPP31418 Certificate III in Close Protection Operations
Licensing & Legal Requirements
NSW Police administer prohibited weapon permits for batons and handcuffs. Security officers must:
1. Complete this approved training program
2. Have written employer consent to carry batons and/or handcuffs
3. Have a genuine reason related to their employment
4. Comply with NSW Weapons Prohibition Act requirements

Batons and handcuffs must NOT be carried for crowd control, private investigations, debt collections, or when off duty.
Completing this course satisfies the training requirement but does not automatically authorise carriage of these items.
Course Fees & Delivery
Standard Fee: $250
RPL: Not available — all students must complete the full face-to-face training program.
Delivery: 1 day face-to-face in class with a qualified and experienced trainer. Students complete theory components online in class. The course is delivered through practical training, scenarios, role plays and group discussions.
Training Locations: Parramatta plus regional NSW locations including Wagga Wagga, Albury, Coffs Harbour, Ballina, Nowra and more.
